James F. Owens is a chair of the Healthcare practice of Paul Hastings and is based in the firm’s Los Angeles office. Counsel to a variety of non-profit and for-profit healthcare businesses, his clients include multi-facility health systems, freestanding hospitals, nonprofit medical foundations, health plans, large medical groups and medical device companies. He focuses on transactions and regulatory advice, and he has practiced healthcare law for over 25 years.

Mr. Owens has substantive experience in corporate and business law, healthcare, mergers, acquisitions and affiliations, managed care contracting, and healthcare joint ventures. He regularly counsels clients on compliance with state and federal healthcare fraud and abuse laws. He also is a leading practitioner in California on hospital and health system acquisitions and affiliations and physician/hospital integration matters. Mr. Owens has extensive experience working with hospitals, medical groups and nonprofit medical foundation clinics in California on a variety of integrated delivery system (IDS) matters.

  • Serve as joint transactional counsel in the formation of large pediatric subspecialty medical foundation clinic on behalf of a large children’s hospital and a larger pediatric multi-specialty medical group in Orange County, California
  • Representation of a large children’s hospital and large pediatric subspecialty medical foundation clinic in the renegotiation of an affiliation with state university health system
  • Formation of a teaching medical clinic on behalf of a community hospital in Santa Monica, California
  • Acquisition of an oncology medical group by a large nonprofit academic medical center in Los Angeles, California
  • Acquisition of a large primary care medical group on behalf of a large nonprofit health system in Orange County, California
  • Acquisition of Dentistry of Children, a dentistry practice management company in Atlanta on behalf of Beeken Petty O’Keefe & Co.
  • Purchase of an acute care hospital business in Laguna Beach, California, on behalf of a large Catholic health system
  • Affiliation of a cardiovascular medical group and related research foundation with a large nonprofit medical foundation clinic in Los Angeles, California
  • Termination and unwind of a long-term management agreement between a for-profit cancer care management company and a large nonprofit academic medical center in Los Angeles, California
  • Affiliation of a large pediatric subspecialty medical group with a newly formed nonprofit medical foundation clinic sponsored by a nonprofit children’s hospital and state university health system in San Diego, California
  • Affiliation of a Catholic community hospital with a university health system
  • Renegotiation of a long-term management agreement between a for-profit cancer care management company and a nonprofit academic hospital in Miami, Florida
  • Termination of a noninvasive cardiac imaging joint venture between a large nonprofit academic medical center and a cardiovascular medical group in Los Angeles, California
