Jill Yung is an associate in the Real Estate practice of Paul Hastings and is based in the firm’s San Francisco office. She is also a member of the firm’s Environmental practice.

Recent Representations

  • Utility-scale solar developers, brownfields developers, hazardous waste handlers, recycling facilities, and manufacturers in a variety of industries on a wide range of complex counseling, compliance, and litigation matters involving environmental, renewable energy, and natural resource issues
  • Regulatory compliance issues under various federal and state statutes (CERCLA (liability for releases of contamination), RCRA (hazardous waste management and liability), FIFRA (pesticides), CWA and the California Porter-Cologne Water Quality Control Act, ESA, NHPA, NEPA, and CEQA
  • Utility-scale solar developers in environmental review and permitting processes for private and public-land projects; directly represented developers before the U.S. Bureau of Land Management, the U.S. Environmental Protection Agency, and environmental stakeholders
  • Negotiation of settlement agreements in state and federal court, including enforcement actions under the California Unfair Competition Law
  • Handling permitting and enforcement matters arising under state and federal environmental laws (e.g., defense of water rights permits and licenses, interpretation, and modifications of hazardous waste facility permits)
  • Drafting legislation and bill analysis in support of client objectives
  • Meeting with government agencies and project stakeholders on behalf of developers
  • Environmental due diligence aspects of real estate transactions involving contaminated, or potentially contaminated, property
