California Issues Interim Guidance on Climate Change and CEQA

Californias Office of Planning and Research (OPR) has issued a Technical Advisory providing preliminary guidance to local agencies about how to evaluate and, if necessary, mitigate the effects of greenhouse gas (GHG) emissions of projects subject to review under the California Environmental Quality Act (CEQA). OPR is required to promulgate CEQA guidelines for the mitigation of GHG emissions by July 1, 2009, which the California Resources Agency must adopt by January 1, 2010. The Technical Advisory is an early indication of what OPRs guidelines may require.
