
Overview
Natalie Rogers is of counsel in the Real Estate Department of Paul Hastings and is based in the firm’s San Diego office. Natalie represents developers, utilities, property owners and other businesses in obtaining land use entitlements and environmental approvals for a wide range of major infrastructure, energy and other development projects, including litigation arising out of such processes.
Natalie regularly represents clients in administrative proceedings and litigation involving the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the California Coastal Act, and other federal and state regulatory regimes. Natalie guides clients through every stage of project development — from site diligence and entitlements to regulatory compliance and dispute resolution. Natalie has deep experience managing large-scale development projects that intersect with legal, political and community dynamics, often spanning multiple years and jurisdictions. Her representations include desalination facilities, energy projects and mixed-use residential developments, among others.
