
Overview
DJ Moore is a partner in the Real Estate practice at Paul Hastings and is based in the firm’s Century City office. Mr. Moore helps clients obtain and defend land use and environmental approvals from government agencies for major infrastructure, energy and development projects.
He advises developers, landowners, institutions and utilities before local, state and federal agencies and regulatory bodies, and he defends project approvals from those entities in court. His practice involves counseling clients on numerous development regulations and environmental laws affecting development and infrastructure, including the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the California Coastal Act, the Clean Air Act, the Clean Water Act, the Rivers and Harbors Act, the National Historic Preservation Act, the Endangered Species Act, the California Subdivision Map Act, and many other federal and state laws and regulations.
DJ’s representative experience includes securing government approvals for numerous projects across the development spectrum, including the largest seawater desalination facility in the Western Hemisphere, professional sports stadiums and entertainment complexes, medical and scientific research facilities, campus master plans, coastal and port development projects, urban skyscrapers, hotels, mixed-use and multi-family developments, energy and industrial infrastructure, oil drilling and processing facilities, and power plants and major transmission lines.
DJ is active in civic and professional organizations, currently serving on the board of the California Chamber of Commerce and the Los Angeles City College Foundation. He has served on the boards of the Century City Chamber of Commerce, West Hollywood Library Foundation, the West Hollywood Chamber of Commerce Political Action Committee and AIDS Project Los Angeles. He also served on the Executive Committee of the Los Angeles County Bar Association’s Environmental Law Section and is involved in the Lambda Legal Defense and Education Fund.

Representations
- Represented multiple developers and a public agency in securing California Coastal Commission and other state and local agency approvals for seawater desalination facilities in several coastal jurisdictions, and successfully defended challenges to those approvals in court.
- Secured approvals for a new Major League Soccer stadium and entertainment complex for a new MLS franchise.
- Secured approvals for the first LEED Platinum high-rise in Los Angeles and the first new office tower in Century City in more than two decades.
- Represented public utility in securing approval from the California Coastal Commission for a “peaker” power plant, and successfully defended the approvals in court.
- Obtained approvals for the West Coast flagship of the EDITION hotel — a ground-up, mixed-use development on the famed Sunset Strip.
- Represented multiple developers and digital sign operators in obtaining land use and environmental approvals for significant digital signage assets.
- Secured incidental take permit coverage from the National Marine Fisheries Service under the Endangered Species Act and the Marine Mammal Protection Act for a major seawater infrastructure project.
- Represented a diverse array of clients in enforcement proceedings brought by the California Coastal Commission for alleged Coastal Act violations.
- Secured land use and environmental approvals for master plan buildout of an approximately 120-acre medical and scientific research campus.
- Provided regulatory and compliance counseling for a major utility crossing under federally navigable waterways requiring approvals from the U.S. Army Corps of Engineers under the Clean Water Act and the Rivers and Harbors Act.
- Represented major oil field developer in securing approvals to drill new oil wells in an existing oil field involving local and state regulatory approvals.
