Jay Russell is an associate in the Litigation Department of Paul Hastings and is based in the firm's New York office. His practice primarily focuses on advising clients regarding a range of FDA regulatory, compliance and enforcement issues, including those related to manufacturing (QSR/cGMPs) and other post-market regulatory rules. Jay's practice also includes internal and government investigations in the life sciences sector, with an emphasis on criminal and civil issues arising from alleged violations of the federal Food, Drug and Cosmetic Act and the federal False Claims Act.

Jay received his law degree with honors from Rutgers Law School, where he served as an executive editor for the Rutgers University Law Review. He also served as a law clerk to the Honorable Associate Justice Lee A. Solomon (Ret.) of the Supreme Court of New Jersey for the 2018-2019 Term. While attending law school, Jay was a paralegal in the FDA Medical Device & Technology practice group of an international law firm in Philadelphia. Prior to joining Paul Hastings, Jay was a litigation and regulatory associate at the same firm. He is admitted to practice law in New York, New Jersey and Pennsylvania.
