Overview

Yulia Turkina is an Abu Dhabi-based associate in the Energy & Infrastructure practice of Paul Hastings. Yulia focuses her practice on construction and project development mandates.

She advises sponsors, procurers, investors and lenders on the development of and investments in greenfield and brownfield projects across various industries, including petrochemical, LNG, infrastructure and power.

Her experience includes the preparation, negotiation and due diligence of design, supply, construction and consultancy arrangements, including FEED, EPC, D&B, EPCM, PMC, EP+C contracts, technology licence agreements, basic design (PDP/BDP) contracts, proprietary equipment, catalyst supply agreements and technical services contracts.

She also has experience advising developers at a post-award stage of construction projects, including interpretation of contracts; working with claims and change orders; and preparing and negotiating addenda, termination contracts and settlement agreements.

Yulia is qualified in England and Wales and in Russia.

  • A consortium of Abu Dhabi Future Energy Company PJSC — “Masdar,” Infinity Power Holding B.V and Hassan Allam Utilities B.V — as sponsors for the development of a 1.2 GW solar photovoltaic power with battery storage project under the Build-Own-Operate scheme in the Arab Republic of Egypt.
  • Diriyah Company, a PIF-owned entity, on the development of its suite of construction contracts as well as regularly advising on various iterations of those forms for different types of work packages.
  • Al Balad Development Company, a PIF-owned entity, on the development of its suite of construction and procurement contracts.
  • A wholly owned subsidiary of the PIF on the strategic procurement of a new city development in Saudi Arabia, including advice on D&B contracts.
  • Engro Powergen Thar (Private) Limited on the operation and maintenance contract signed with Harbin Electric International for the 660 MW (Gross) Coal-Fired Power Generation Complex in Pakistan.
  • PT Pertamina Rosneft Pengolahan dan Petrokimia, a joint venture of Rosneft (a major oil & gas company in Russia) and Pertamina (Indonesian state-owned oil and gas company), on the construction of the $20 billion Tuban grass root refinery and petrochemical complex at Tuban, Indonesia, including work on the technology licence packages, EPC and EPCM contracts.
  • LUKOIL (the largest private Russian oil producer) on technology licences, FEED contract, contract strategy and development of a $2 billion greenfield downstream project in Russia.
  • Gazprom Pererabotka Blagoveshchensk in connection with construction, procurement and financing of the €19 billion Amur gas processing plant (to be one of the biggest natural gas processing facilities in the world) including preparing and negotiating construction, EPC and EPSS contracts, technology license and other project agreements and advice at the post-award stage.
  • RusChemAlliance (JV of Gazprom and Rusgazdobycha) in relation to construction, procurement and financing of its new $20 billion integrated gas processing and LNG liquefaction project development in Ust-Luga, Russia, including advice on the construction strategy, preparing and negotiating FEED, EPC, EPSS and EPCM contracts.
  • Amur Gas Chemical Complex (JV between Sinopec and SIBUR — the largest petrochemical Russian company) on the technology licences, FEED and EPSS contracts for construction of the $10 billion Amur Gas Chemical Complex, including advice at the post-award stage.
