Overview

Clarence R. Hawkes III is an energy attorney in the Energy & Infrastructure practice of Paul Hastings and is based in the firm’s Washington, D.C. office. He advises across the U.S. power sector, regularly counseling clients on regulatory, transactional and dispute-related matters involving wholesale power markets and grid infrastructure. 

Clarence represents a diverse range of clients, including data center and other large-load customers, renewable energy developers, storage participants, power marketers, lenders and investors, as well as electric utilities, including nonjurisdictional entities such as rural electric cooperatives. His practice spans contract negotiations and regulatory due diligence, administrative litigation and settlement proceedings, as well as filings and compliance work before the Federal Energy Regulatory Commission (FERC), state public utility commissions, and other federal and state agencies. 

Clarence also counsels market participants on regional transmission organization (RTO) and independent system operator (ISO) market rules and requirements across the United States, assisting clients in navigating complex tariff-related issues, interconnection processes and transmission service arrangements. He also supports clients on renewable and emerging technology issues and tracks developments across U.S. energy and capacity markets.
