Overview
Anthony Jannotta is of Counsel in the Litigation Department of Paul Hastings and is based in the firm’s New York office.
Mr. Jannotta concentrates in leading corporate responses to large-scale and complex multistate investigations and enforcement actions brought by state attorneys general. He focuses on navigating the legal and regulatory processes across the country and has extensive experience in unfair and deceptive trade practice cases, including consumer protection, healthcare fraud, financial services, and antitrust, as well as data breach, privacy, and technology matters.
Prior to joining Paul Hastings, Mr. Jannotta was a member of the litigation and white collar and investigations practice of an international law firm, and was also a partner in the public policy and state attorney general regulation practice of another international law firm.
Prior to joining private practice, Mr. Jannotta served as legal counsel to former Connecticut Governor Dannel P. Malloy, where he oversaw the legal operations of executive branch agencies and worked extensively with the general assembly in implementing the governor's legislative initiatives.
Mr. Jannotta also served as special counsel to former attorney general and current U.S. Sen. Richard Blumenthal (D-CT). In this role, he was lead counsel for expansive and wide-ranging multistate investigations for a continuing working group of attorneys general responsible for the landmark 2008 agreements with the world's largest internet and social networking sites. These precedent-setting agreements set forth principles of internet safety and prompted widespread design changes to the sites, resulting in industry-leading reforms, among which a regulation that prevents known registered sex offenders from using the sites. These agreements were joined by an unprecedented 49 state attorneys general.
Mr. Jannotta also served as an assistant attorney general for former Connecticut Attorney General George Jepsen. In this role, Mr. Jannotta prosecuted criminal cases and litigated child abuse and neglect cases. During his more than 15 years as an assistant attorney general, Mr. Jannotta has handled a multitude of legal matters in state government, including transportation, environment, healthcare, insurance, workers' compensation, employment, consumer protection, antitrust, technology, and privacy issues. He has litigated sensitive and complex civil matters, including trying cases to judgment and arguing before the Connecticut State Supreme and appellate courts, while also providing representation for Connecticut state officeholders, including the governor, members of the general assembly, and judges of the superior court.

- National co-lead counsel defending Wells Fargo Bank in connection with negotiating a $575 million dollar settlement agreement between the bank, 50 state attorneys general, and the District of Columbia, resolving their investigations into various consumer claims regarding retail sales practices, auto collateral protection insurance, guaranteed asset/auto protection, and mortgage interest rate lock matters.
- Represents an international biopharmaceutical company in connection with a state attorney general investigation into a patient support program and pricing issues related to PBM relationships.
- Represents a Fortune 1000 furniture and electronics company in connection with an unfair trade practices investigation by a state attorney general.

- Represented one of the top, largest American multi-national pharmaceutical companies in connection with state Attorney General outreach and policy/legal matters.
- Represented a global generic and specialty pharmaceuticals company in connection with a nationally publicized price gouging investigation brought by the DOJ and state Attorneys General.
- Represents an international pharmaceutical company in connection with settlement discussions with a multistate working group of state attorneys general negotiating the national opioid settlement with pharmaceutical drug manufacturers and wholesale distributors.
U.S. INVESTIGATIONS AND ENFORCEMENT
- Co-lead national coordinating counsel for a Fortune 100 insurance company in connection with a multistate state attorneys general investigation and settlement arising from a criminal cyber-attack on a portion of its computer network.
- Represented Neiman Marcus in connection with a highly-publicized data security breach announced in January 2014, which resulted in a settlement in 43 states and the District of Columbia.
- Represented a nationally known photo sharing mobile application in state attorney general regulatory matters, including a widely publicized AG settlement.
- Represented a wholesale drug distributor in healthcare fraud and pharmaceutical consumer protection drug cases investigated by multiple state attorneys general in connection with the national opioid epidemic.
- Represented an international mobile ticketing platform in connection with an investigation into potential antitrust violations resulting in a settlement with the DOJ and a bi-partisan group of state attorneys general.
- Represented a specialty pharmaceutical company in connection with an attorney general investigation into consumer fraud and unfair trade deceptive acts and practices related to the national opioid crisis.
- Represented a large national health insurer in a highly-publicized antitrust matter in connection with opposition to a proposed merger with another leading health insurer by the DOJ and state attorneys general.
