Carlos E. Clemente is an associate in the Corporate practice of Paul Hastings and is based in the firm's Washington, D.C. office. Mr. Clemente is a member of the Energy practice where he provides counsel on a broad range of energy regulatory and transactional matters.
Before joining Paul Hastings, Mr. Clemente was a Technical and Legal Adviser in the Federal Energy Regulatory Commission's (FERC) Office of Administrative Law Judges and Dispute Resolution. Prior to that, Mr. Clemente was an Energy Industry Analyst at FERC's Office of Energy Market Regulation. At FERC, he specialized in numerous topics, including matters involving wholesale electricity markets, regional transmission organization markets, pricing, cost-of-service, cost allocation, cost causation, formula rates, return on equity, market manipulation, and filings made pursuant to sections 205, 206, 215, and 219 of the Federal Power Act.
Mr. Clemente received his J.D., magna cum laude, from the American University Washington College of Law (WCL) in 2017, where he received numerous honors, including the Order of the Coif, the Mussey Prize, and the Energy and Natural Resources Scholarship. Mr. Clemente also participated in WCL's Civil Advocacy clinic. He received his M.B.A. in Trade Finance and his B.A. in Finance and Operations Management, magna cum laude, from the University of Puerto Rico. Mr. Clemente is admitted to practice law in the District of Columbia.
