Overview

Kayla Seltzer is an associate in the Real Estate Department of Paul Hastings and is based in the firm’s San Diego office. Kayla represents developers, utilities, property owners and other businesses in obtaining land use entitlements and environmental approvals for a wide range of major infrastructure, energy and other development projects — including litigation arising out of such processes.

Kayla regularly represents clients in administrative proceedings and litigation involving the California Environmental Quality Act (CEQA), the California Coastal Act, and other federal and state regulatory regimes. Kayla guides clients through every stage of project development — from site diligence and entitlements to regulatory compliance and dispute resolution. Kayla has considerable experience managing large-scale development projects that intersect with legal, political and community dynamics, often spanning multiple years and jurisdictions. Her representations include desalination facilities, energy projects, coastal infrastructure and mixed-use residential developments — among others.
