Overview

Winston Stromberg is a partner in the Real Estate practice at Paul Hastings and is based in the firm’s Century City office. Winston represents developers, utilities, institutions, property owners and other businesses in obtaining land use entitlements and environmental approvals for a wide range of real estate, energy, infrastructure and other complex projects, with a principal focus on litigation arising out of such processes.

He regularly represents clients in administrative proceedings and litigation involving the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the California Coastal Act and a host of other federal and state regulatory regimes. He has first chaired dozens of high-stakes matters in trial and appellate courts.

Winston guides clients through every stage of development — from site diligence and entitlements to regulatory compliance and dispute resolution — across a variety of asset classes, including mixed-use residential, commercial, institutional, energy and industrial projects, often involving substantial opposition and political controversy. He is a skilled negotiator and regularly handles complex negotiations with government agencies and project opponents to reach multifaceted agreements necessary to implement large-scale developments.

Winston serves on the Board of Directors of the Valley Industry & Commerce Association and the Executive Committee of the LA County Bar Association’s Environmental Law Section. He frequently writes and speaks on land use and environmental issues impacting California development.
