October 24, 2025

By Gary F. Giampetruzzi, Wendy Goldstein, Kefei LiLaura A. Skinner and Patrick McKelvey

In a Law360 Expert Analysis, Litigation Life Sciences chair Gary Giampetruzzi, of counsel Wendy Goldstein and attorney Kefei Li discuss a U.S. Department of Health and Human Services’ Office of the Inspector General (OIG) report on Medicare Part B spending trends for skin substitute products.

The report, “Medicare Part B Payment Trends for Skin Substitutes Raise Major Concerns About Fraud, Waste, and Abuse,” was conducted by the OIG’s Office of Evaluation and Inspections and found that expenditures in noninstitutional settings rose nearly sevenfold between 2022 and 2024. In their Expert Analysis, the authors emphasize the need for a comprehensive, data-driven reexamination of the entire wound care sector, rather than a series of headline-generating prosecutions against individual companies.

Life Sciences and Healthcare Consulting Group managing director Laura Skinner and associate Patrick McKelvey contributed to the article.
