Paul Hastings Boosts Antitrust Practice With Prominent Litigator

July 07, 2025

WASHINGTON, D.C. – Paul Hastings LLP announced today that premier antitrust lawyer Joshua H. Soven has joined the firm as a partner in Washington, D.C.

Joining from Paul, Weiss, Rifkind, Wharton & Garrison LLP, Soven guides clients on a broad spectrum of antitrust matters, including investigations conducted by the U.S. Department of Justice and the Federal Trade Commission, sophisticated antitrust litigation and various other competition-related issues.

“Josh’s diverse antitrust experience in government enforcement at the DOJ and FTC and private practice is instrumental to the continued growth of the brand and scale of our antitrust practice,” said firm Chair Frank Lopez. “Our antitrust practice is incredibly busy, and we believe Josh’s arrival will enhance our reputation as a destination antitrust platform and support our increased M&A deal volume for clients navigating a complex regulatory landscape.”

In his decade and a half in private practice, Soven has advised on high-profile strategic mergers, acquisitions, joint ventures and other related activities facing government scrutiny, including representing Deutsche Telekom in T-Mobile’s merger with Sprint; LinkedIn in its $26 billion sale to Microsoft; Marriott in its $13 billion acquisition of Starwood; WWE in its $21 billion sale to Endeavor Group Holdings; St. Jude Medical in its $25 billion sale to Abbott; and several of the largest hospital mergers in the country over the past decade.

During his time as a senior government enforcement lawyer, Soven served as chief of the Litigation I Section of the DOJ’s Antitrust Division, where he led investigations and litigation disputes across multiple sectors and directed some of the U.S. government’s principal merger reviews, including the inquiry into InBev’s $52 billion acquisition of Anheuser-Busch.

Soven also served as a trial attorney in the Antitrust Division’s Networks and Technologies Section and as an attorney advisor to FTC Chairman Deborah Platt Majoras on antitrust enforcement and policy matters. Previously, he clerked for the Honorable Judge Robert G. Doumar of the U.S. District Court for the Eastern District of Virginia.

“Paul Hastings’ antitrust practice is a growing force in the market,” said Soven. “I look forward to joining the turbocharged team and helping to take it to even greater heights.”

Regularly listed as a leading antitrust lawyer by Chambers USA and Legal 500, among others, Soven is an editor of the American Bar Association’s Antitrust Magazine and a former editor of the ABA’s Antitrust Law Journal.

Soven joins a growing global antitrust team at Paul Hastings that was recently recognized by Global Competition Review in the 2025 “GCR 100,” the publication’s annual list of the top antitrust and competition practices worldwide.
