Money Center Banks and other traders are under investigation by Federal Energy Regulation Commission (FERC) for strategies that Regional Transmission Organizations (RTOs) say are manipulative and that traders say are just taking advantage of arbitrage opportunities. Traders must stay on the right side of the line in order to avoid suspension from the wholesale electricity markets.
