2006 was a prolific year for foreign investment related legislation and regulations in China. As China continues to open up its markets (in part to fulfill its WTO commitments), it is also strengthening the State sector’s ability to lead the overall economy by nurturing the development of a handful of State-owned or State-controlled enterprises (especially in strategic industries) to become major players to compete in the international markets.
