China Matters: Implementing Regulations of the PRC Employment Contracts Law

Adopted by the State Council at the 25th standing meeting on 3 September 2008, by Order No. 535. It is now promulgated and takes effect as of the date of promulgation (18 September 2008).
Chapter 1 General Provisions
These Regulations (the Regulations) have been formulated in order to implement the Employment Contracts Law of the Peoples Republic of China (ECL).
Municipal governments at various levels, labor administration authorities at or above the county level, and organizations such as labor unions shall take measures to promote the implementation of the ECL and the development of harmonious and stable employment relationships.
