DDL Arera proroga fino al 30 settembre 2018

L’attuale collegio dell’Autorità per l’energia potrebbe rimanere operativo al massimo fino al 30 settembre 2018. È quanto prevede il disegno di legge di conversione del DL Arera n. 30/2018.

I componenti di Arera continuerebbero quindi ad esercitare le proprie funzioni, limitatamente agli atti di ordinaria amministrazione e a quelli indifferibili e urgenti, fino alla nomina del nuovo collegio, preparando, ogni 45 giorni, una relazione degli atti adottati nel periodo di riferimento che ne illustri presupposti e motivazioni.

Italian Energy Authority: interim committee until 30 September 2018

The draft law on Italian Energy Authority (ARERA) interim powers sets out that the current committee may operate until 30 September 2018. Until the new board will be appointed by the new Government, the members of ARERA, therefore, would continue to exercise their functions, limited to ordinary and non-deferrable and urgent acts.

PPA nella bozza di decreto FER

La bozza di decreto rinnovabili si sofferma sull’introduzione di contratti di lungo termine per favorire la compravendita di energia rinnovabile. La bozza di decreto si limita a prevedere la nascita di una piattaforma di contrattazione dei PPA, affidata al GME. Per essere ammessi alla piattaforma gli impianti dovranno essere di nuova costruzione, entrati in esercizio dopo gennaio 2017 e non beneficiare di incentivi.

PPA platform in the draft of renewables decree

The draft of the decree on the renewables points out the importance of PPA with long term aimed at favoring the sale and purchase of power. The draft mentions the possible opening of a platform for the negotiation of PPAs, managed by GME. To be admitted to the platform the plants shall be newly built, entered into exercise after 1 January 2017 and do not benefit of any incentive regime.

Indice globale per PPA

Il prossimo 6 giugno a Bruxelles verrà presentato il Global reference index for corporate sourcing of renewable EnergyREmade Index dell’Agenzia internazionale, indice di riferimento globale curato da Irena, l’International Renawable Energy Agency che si propone come benchmark per i cd. “corporate PPA”. Il lancio di questo indice avverrà in contemporanea al debutto ufficiale della RE-Source Platform, la piattaforma costituita lo scorso autunno da SolarPower Europe e WindEurope, assieme ai partner RE100 e Wbcsd, per sviluppare e diffondere i “corporate PPA” a livello europeo.

Global reference index for PPA

The launch event for the Global reference index for corporate sourcing of renewable Energy will take place in Brussels on Wednesday 6 June. Such index has the purpose to be the benchmark for the corporate PPA. Such index will be launched together with the RE-Source Platform constituted by SolarPower Europe and WindEurope with their partners RE100 and Wbcsd, to promote a better framework for corporate PPA at an European level.

Sì del parlamento sul d.lgs. cybersecurity

Il 9 maggio la commissione speciale del Senato, dopo aver recepito le proposte emerse nel corso dei lavori, ha approvato il parere sullo schema di D.Lgs in materia di cybersecurity che recepisce la direttiva 2016/1148 (Direttiva NIS – Network and Information Security) applicabile agli operatori di servizi digitali ed essenziali, tra cui figurano i settori dell’energia elettrica, petrolio, gas, fornitura e distribuzione di acqua potabile, etc. In particolare, è stato elevato il limite massimo delle sanzioni previste dal provvedimento nonché precisato il ruolo degli operatori che faranno parte del Csirt.

Green light on the legislative decree on cybersecurity

On May 9, the Senate special commission approved the report of the legislative decree scheme on cybersecurity implementing the European directive 2016/1148 on the security of network and information systems (NIS – Network and information security), applicable to the operators of the digital and essential services (eg power, gas, oil, distribution of water, etc). In particular, fines applicable in case of breaches of the obligations set out in the decree have been increased and it has been clarified the role of the operators members of the Csirt.

Biometano. La Commissione europea e RSE sul nuovo decreto

La Commissione europea ha pubblicato, lo scorso 4 maggio, la propria decisione del primo marzo con cui ha autorizzato il DM recante a promozione dell’uso del biometano e degli altri biocarburanti avanzati nel settore dei trasporti dello scorso 2 marzo.

L’esecutivo UE conferma che il provvedimento non falserà la concorrenza, ma anzi creerà un nuovo mercato che soddisfa tutte le condizioni stabilite dalla disciplina in materia di aiuti per la produzione di energia da fonti rinnovabili in generale e di aiuti relativi ai biocarburanti. Ad avviso della Commissione europea, la misura italiana era necessaria anche perchè “l’Italia ha dimostrato di essere ancora lontana dal raggiungimento dell’obiettivo del 10% del consumo finale di energia da Fer nel settore dei trasporti” e che i costi di produzione del biometano e dei biocarburanti avanzati “sono significativamente più elevati di quelli del gas naturale e del diesel”. In Italia, infatti, l’obbligo di immissione di biometano e biocarburanti avanzati è rimasto finora inefficace.

Intanto, RSE rappresenta che le potenzialità del biometano “sono tutt’altro che trascurabili” e con l’accelerazione dovuta al DM del 2 marzo la produzione potrà coprire una quota compresa tra il 6% e il 9% dei consumi gas nazionali, oltre che un’ampia quota di consumo per l’autotrazione.

European Commission and Italian research publicly controlled company RSE on Italian biomethane incentive regime

On 4 May 2018 the European Commission published its decision authorizing the Ministerial Decree 2 March 2018 on biomethane and other advanced biofuels in the transport sector. The decision is dated 1 March.

The EU states that the Ministerial Decree above will not distort competition, but it will instead create a new market meeting all conditions set out under the framework on aid related to production of energy from renewable sources and biofuels. In the opinion of the European Commission, the Italian decree was required since "_Italy has proved to be still far from achieving the target of 10% of final energy consumption by renewables in the transport sector" and the production costs of biomethane and advanced biofuels "are significantly higher than those of natural gas and diesel". In Italy, indeed, the obligation to introduce biomethane and advanced biofuels has been ineffective so far._

_Meanwhile ,the Italian research company RSE represents that the potential of the biomethane "_are far from negligible

" and with the acceleration due to the Ministerial Decree 2 March 2018 the production will cover between 6% and 9% of national gas consumption, as well as a large share of consumption for vehicles.

Conto Termico. Pubblicate le nuove FAQ GSE

Il GSE ha integrato le FAQ relative al Conto Termico e, nella sezione Informazioni generali, ha chiarito che in nessun caso, grazie ai benefici del Conto Termico, può essere fornito un impianto gratuitamente. Ad avviso del GSE, infatti, “qualsiasi operazione che comporti la fornitura gratuita d’impianti grazie al beneficio del conto termico si deve presumere sottenda indicazioni ingannevoli. Si invita chiunque venisse a conoscenza di azioni di questo tipo a segnalarle prontamente al GSE”.

Inoltre, nella sezione Informazioni sugli interventi incentivabili il GSE ribadisce che sono ammessi agli incentivi in Conto Termico, salvo gli specifici casi esplicitamente previsti dalle Regole Applicative, esclusivamente interventi i cui Soggetti Responsabili eseguono i pagamenti, mentre “non sono incentivabili interventi per cui lo stesso fornitore dell’intervento abbia effettuato a se stesso il pagamento".

Infine, nuove FAQ sono disponibili in merito a sostenibilità dei biocarburanti, con particolare riferimento a produzione di biodiesel da olio di palma, conferimento degli oli vegetali esausti al sistema consortile Renoils e certificazioni.

GSE FAQ on energy efficiency incentive regime

GSE updated the FAQ section of its website on Conto Termico (the energy efficiency incentive regime) and it clarified that under no benefits will be granted if an installation aimed at increase the energy efficiency of buildings and plants is provided free of charge. According to the GSE, "any free installation, carried out thanks to the benefit of the Conto Termico, must be deemed as a misconduct. Any of such action should be promptly reported to the GSE".

Additionally, in the section Information on interventions admitted to the Incentives, GSE confirms that only “Responsible Person” executing the payments are admitted to the Conto Termico incentives, except for the specific cases explicitly envisaged by the Application Rules, while "_no interventions will be admitted to the incentive if the same provider of the intervention execute the payment towards its bank accounts"._

Finally, new FAQs are available on the sustainability of biofuels, with particular reference to the production of palm oil biodiesel, the supply of waste vegetable oils to the relevant consortium Renoils and certifications.

Database centralizzato per le centrali elettriche

Su iniziativa di diversi partners coordinati dal World Resources Institute e Google Earth Outreach è stato lanciato un database centralizzato contenente le informazioni di quasi tutte le centrali elettriche del mondo. Il database accentrando tutte le informazioni principali rende semplice la possibilità di comparare le diverse centrali. Ogni centrale è localizzata e i relativi dati come potenza, tecnologia alimentazione e proprietà sono registrati all’interno del database. Ad aprile 2018, il database contiene le informazioni di circa 25.000 impianti in 162 paesi diversi.

The Global Power Plant Database

The Global Power Plant Database is a comprehensive, open source database of power plants around the world, which is the result of a large collaboration involving many partners, coordinated by the World Resources Institute and Google Earth Outreach. It centralizes power plant data to make it easier to navigate, compare and draw insights. Each power plant is geolocated and entries contain information on plant capacity, generation, ownership, and fuel type. As of April 2018, the database includes around 25,000 power plants from 162 countries.
